Do we have obligations in relation to social activities after hours?

Q: We have a large workforce of young workers who like to socialise with each other outside of work. However, they begin their social engagements by meeting together at the office when they clock off. When these social events are organised and attended by these workers, do we have any responsibility from a work health and safety perspective?
